By Phil Kabler Staff writer CHARLESTN W. — Prescription drug manufacturers spent nearly $31 million on direct-to-consumer advertising aimed at West Virginians in 2008 and provided more than 15000 gifts grants and payments to doctors in the state a preliminary report released Thursday by the state Pharmaceutical Cost Management Council shows. The gifts and payments ranged from $100 to more than $125000.
